Mayor Brindle should not be surprised that expenses increase over time. The Town should use surplus funds to address situations like this, rather than resort to a regressive, non-deductible tax increase for all. Unfortunately, in the past two years the Brindle administration has spent down almost $9 million of the surplus it inherited, and now cannot use those funds to offset the RVSA increase without putting the Town at risk. As Town expenses continue to increase and revenues decrease, Westfield residents have a right to be concerned.
